The Ryan Plan needs at least three steps to make it work. It is a starting point.

Based on recent performance I believe I wil go with Mr. Cotton. I see nothing good in the Republican idea for us average people. Great plan to take from the poor and give to the rich. Great plan for the young and healthy who should remember they will be old someday. A return to the past is not an improvement. I do not trust Mr. Goodlatte to do what is in the best interests of the general population. Actions of a complete ideologue.
